system idle process very high

  1. I am getting a email that says (check below) I have sbs 03 prem edt and
    lately my server has been hanging from 5 min after I reboot it. I check in
    the task mgr and it says "system idle process under the cpu is toggles bet 87
    and 98. I really need to know how to fix this problem. Getting anything off
    the server is a hassle.

    The processor is experiencing a low level of idle time. Consistently low
    levels of idle time can cause performance problems.

    Use Task Manager to view the top processes by CPU. If a service or less
    important process appears to be unusual, try stopping and then restarting it.

    You can disable this alert or change its threshold by using the Change Alert
    Notifications task in the Server Management Monitoring and Reporting taskpad.

  2. the system idle process is not the problem, it _should_ be a high value, you
    need to identify what else is consuming cpu.

    System idle + (all other processes) = 100%, always

    What are the system specs?
    The output of ipconfig/all may reveal why the system is 'hanging' on reboot.

  4. IPConfig is fine.

    cpu? ram? HDD type, size, % free space? RAID?(software or hardware?)
