When I select Restore it takes approximately 3 minutes before the
selection screen appears. Is this normal time??

    TIA

Yes. System Restore uses quite some time to gather necessary information.

Oddly enough, such slowness is only for the FIRST time in a session.
Additional accesses are shorter if the user hasn't logged off or
    restarted.

I can not say I have noticed, but then again System Restore always reboots
the computer unless I abort the procedure. I guess the explanation is quite
simple: SR stores the gathered information until log-off/shutdown.

I rarely enter System Restore to run a restore. I do it to manually
create a restore point. First time takes a long time. After that,
    it's quite fast.
