I'm not sure how to proceed. I had a DC in Journal Wrap and 1/2 fixed the
issue with the "Enable Journal Wrap Automatic Restore" registry key.

The policies folder was successfully restored but the scripts folder still
    resides in the "DO_NOT_REMOVE_NtFrs_PreInstall_Directory".
There are 2 folders which exist in both the PreInstall directory and the
scripts directory, but the content in these 2 folders are not the same. It
appears as if only a couple of the files were moved to the scripts folder as
they do not exist in the PreInstall directory.

I have verified the SYSTEM account has full control over all the directories
on and under SYSVOL. FRS is not throwing any errors or warnings in the event
log. FRSDiag again shows no problems.

Thanks in advance for any assistance you can provide.

Generally you only need to do the BURFLAGS=D4 for one DC witch is the auth,
    and BURFLAGS=D2 for all others.

I hope that the information above helps you.
    Have a Nice day.

Thanks for all of your replies. I just have 2 questions.

I am a little confused with the KB article as it says to create a DWORD of
D2, but I think you are telling me that the "burflags" dword needs to have
    the value set to D2?
    From KB 315457 it says:
"On the Edit menu, point to New, and then click DWORD Value.
Type D2 for the name of the DWORD, and then press ENTER."

Last question, all the SYSVOL content is present and the missing data in the
Scripts folder is present in the PreInstall folder. If I simply copy the
Scripts data from the PreInstall folder to the Scripts folder, the SYSVOL on
this DC will be intact. My reservation in doing this is that it will update
the timestamps and cause all of the Scripts data to be replicated throughout
the domain. If this is true, could I use RoboCopy and copy the timestamps to
avoid this replicating the same data that already exists throughout the
domain? Please let me know if this is a feasible alternative?

Thanks again, your advice is appreciated.
