It seems that although this feature is Supposed to exist in IE7, mine only
opens a new window displaying the home page. Each time I hoverover a link,
press the Ctrl button and left-click the mouse all I get is a new,
    unassociated, window.

    Hi,
    1. Is tabbed browsing enabled from Internet Options> General> Tabs?

    2. You may have an incompatible browser add-on.
    See: http://www.enhanceie.com/ie/troubleshoot.asp
    for troubleshooting information.

    3. [Windows XP] Check Display Properties> Appearance> Windows and buttons.
    If using
Windows Classic, switch to XP Style. Restart. If the tab band appears, you
can probably switch back to Windows Classic.

    4. [XP] An antispyware/antivirus program may have interfered with the
    install.
Uninstall IE7. Restart. Download and install from
    http://www.microsoft.com/windows/downloads/ie/getitnow.mspx
Make sure that security programs are disabled during the install.

    Hope this helps,
