TimeZone change update required

    Venezuela has changed the timezone from -4 UT to -4:30 UT. Update needed !!

    they're doing, to take care of Hugo Chavez's ill-thought out plan.

    caused by a neurotical "leader":

    I'm shocked Chavez followed the US in the time change. I would of figured
    he'd tell his people to put the clock 59 minutes back/ahead and rename DST to
    VST so they can be different than everyone else.....
