Problem: Unable to move MP3 files

    System: XP Professional SP2

I have errors moving some MP3 files in File Explorer ("It is being used by
another person or program."). At first, I thought it was due to Media
Player. However, with Media Player and all other applications closed except
for File Explorer, the problem still occurs. Does Media Player run in the
background and lock the MP3 files?

Is anyone else having this problem?

No. Once you close the player that should be it. Best thing to do is reboot
and press F8 before the XP boot logo appears. Boot into Safe Mode and you can
move them as no programs will be loaded. You may have another media app that
may be locking them. Also get TweakUI tool from Microsoft Powertoys. In it
you can change Windows default locations. I'd use it to change tehn default
location of music files from the default to where you want to keep them.

Having to reboot XP everytime one moves a MP3 file
    seems like a major inconvenience.

An application probably still has a lock on the files.
The question is why and how to prevent it.

    Thank you for the feedback.
