I am using XP home. I am logged in with administrative privileges. This error even occurs in Safe Mode logged in as Administrator. Update worked previously, but does not anymore.

I have followed the instructions from Lucy [MS] in response to Ruevens post of 9/25 regarding what appears to be the same problem. In particular I have :

Cleaned up some Windows Update files by following the steps in the
    following KB article:
    http://support.Microsoft.com/default.aspx?scid=kb;en-us;319585

Downloaded and installed the controls from
    http://v4.windowsupdate.microsoft.com/cab/x86/unicode/iuctl.cab

Double Checked the IE security settings as per Lucy's posting.

There are other weird problems on this system (I suspect that they are related):
1.. When attempting to open "User Accounts" in control panel I receive an access denied error.
2.. Starting "Help and Support" results in nothing (except a brief hour-glass)
3.. When browsing, right-click "open in new window" opens a new window but no content is displayed in the window.
    Please help!

    Hi Doug,

It appears this is an issue with Windows XP. Have you tried logging on using a different profile with Admin rights? To get this issues resolved you can contact Microsoft Support or post on the Windows XP newsgroup.

    Contact Microsoft http://support.microsoft.com/default.aspx?pr=cntactms

    Link to Windows XP newsgroup:

    Thanks,
    Lucy [MS]
