I am not getting any message but Windows had tried to install KB928366 about
20 times and although it seems to install it wants to install it again... it
is a security update for Framework 1.1

I got the same message, even after following the instructions to remove the
update files and attempting to reinstall.
    I am using Vista Ultimate.

I am also getting failed update for NET Framework 1.1 SP1, with the same
error code. I have followed the Help instructions to delete the files &
    folders inside Windows>SoftwareDistribution>DataStore and
    Windows>SoftwareDistribution>Download directories...but am still getting
failed update with same error code.

I am running Vista Home Premium 32-bit, and have only NET Framework 1.1
    version installed.

I am having the same problem. I tried uninstalling v.3 and v.1.1. I
reinstalled v1.1, but I still cannot install v.1.1 service pack 1 and now I
    can't reinstall v.3 either.

I'm glad to see I'm not the only one having a problem with this. I'm not
even clear on why we need these.

I have the same problem. I've tried doing what it says in help but I can't
even seem to delete those files in the datastore folder. It's rather
annoying. Usually other updates work fine just this one isn't working.

Same problem here. Followed the "help" directions and removed the designated
files and folders, downloaded the update again, clicked the "Shutdown and
install update" button, rebooted and windows update just tries to download
    the update again.

Looks like a bunch of us could use some help here! :)

Looks like I have the samer problem too. Same update file as well.

I'm going to be offline for a few days, see if a fix is available by then.

I see from other posts that MS agents are addressing other issues, EXCEPT
this one. I guess this one may have them stumped. If an MS agent is reading
these, can you at least tell us that you are working on the problem (if you
    don't have a resolution yet).

It appears that many are having this same issue and some help would be
    appreciated.

I for one am getting tired of seeing that little yellow shield in the right
hand corner of my computer (that I can do nothing with - guess I could turn
it off - but then I'd have to remember to turn it back on later).

Is this a critical update that we need to have??

    Thanks!

When you try to install an update for the .NET Framework 1.0, 1.1, or 2.0,
you may receive Windows Update error code "0x643" or Windows Installer error
    code "1603"

Windows version? The update you're attempting to install was released
months ago. Why hasn't it been installed yet?

I have vista and it's saying it is a important update. If it is important
    then installation should work.

I'm not sure I understand. Windows update just notified me today that it
needed to be installed. I think this is true for others who have posted on
the same problem. It states as Paul explained, it fails to "install" with
error 80070002. I received the error you mention below when I tried to
"reinstall" v. 3 (after I uninstalled it - hoping to get this service pack to
    install properly - it didn't work). Now I have 2 updates that I can't
install now. NET Framework v3 and NET Framework v.1.1 Service Pack 1.

This may help. Read download error 80070002 by GolfnVA. Microsoft said it was
suppose to be for the vista system or XP64. At least that is how I under
stood it. So if your not running the Vista or XP64 don't install it. Click on
the install icon, then select custom install. then deselect the net sp1
download. then it should open a tree and click on do not remind me of this
down load again. that should take care of the problem

The update appeared today on my computer and I'm running Vista Home Basic.
Obviously it appeared on everyone's computer today. Microsoft also listed
that it was an important update.
