I have found quite a few computers with a userAccountControl value of 4128
which appears to indicate that the ADS_UF_PASSWD_NOTRQD flag is set. Could
anyone explain the impact of this, and if I am interpreting the value
    correctly?

  2. I came across this somewhere before. I can't place it at the moment. I
think it was a newsgroup post. I think ADMT was responsible for this if I
    remember the thread correctly.

    You are interpreting this correctly.
There should not be any impact from this.
The client OS does have a password with the domain and will continue to have
one and update it every 30 days.
workstation cannot create a secure channel with the domain without a
    computer account password.
Basically it will ignore this flag on the account.
