Sorry if this is not the proper avenue to follow, but I
    hope someone can help.

I use Windows XP and Explorer 6.0. These programs were
the basic programs included with my Dell. I have
recently purchased Microsoft Office XP Professional
Upgrade and after reading the fine print, discovered that
maybe I need to have a prior program of Office XP before
I can install this program. Can someone tell me the best
    program to purchase?

You have to purchase a full blown version of Office to upgrade to Office XP.
You used to be able to do it from just Word with earlier versions.

Have you broke the packaging and security seals yet?

If not, take it back and exchange it for the full blown version (Over £300
if I remember correctly, for the cheapest one), otherwise I don't know if
you could get a earlier Office set to upgrade from.
