This is the only place I could find to report this bug.

    IE8 version 8.0.6001.18702 product ID: 01398-600-0011903-00102
    update versions: 0

    Dell Latitude CPxJ650GT notebook

Display Adapter ATI Rage Mobility (Dell)
    XP Home built-in driver
    Provider Microsoft
    Driver date 6/6/2001
    Driver version 5.1.2001.0

IE8 loads and most of the menu buttons at top of window are black on black.
This is the only driver available according to my research.

Seems the problem is with Desktop THEMES in XP. I have the problem if I use
Windows Classic Theme, but works OK with Windows XP Theme. This was
discovered by an MS Tech for IE8. He did a remote access and prowled around
doing all sorts of things, .. then finally changed the theme and IE8 looks OK
now. After we hung up, I tried the Windows Classic Theme after a reboot and
the problem returned. So, as long as I stay away from that Theme, I guess I
am OK. He said he would report the problem to MS .. but I am the only one I
know of at this early point in the game. I still suspect a video driver
    problem, .. but maybe not.
