By default, is XPMCE supposed to allow for VIDEO ONLY on a second
    monitor or TV?

I have an XStacy Everything gForce 2 card with video out and a
    Hauppauge WinTV PVR 250.

When watching DVD's using Windows Media, my configuration allows me to
view VIDEO ONLY using OVERLAY on a TV (I have the option of using a
monitor as well). Also, when using the TV Runner TV plug-in for
myHTPC, I am able to do the same--the TV comes up normally on the
primary display, but as VIDEO ONLY on the SECOND display.

How can I get XPMCE to do this, or is it even supported by MCE?

Unfortunately that is not supported by Media Center, as it does not use
overlay features. The best you can do is to configure your secondary
monitor (your TV) in clone mode.

MCE currently does not support this. Sorry.

I find it misleading that this functionality is advertised by gateway
if you watch their commercials closely (the first one anyway).

But no it is not currently supported.
