I have seen this a few times now and am currently trying
    to work around it.

When the Virtual PC (VPC) does NOT have the additions
installed it is sluggish at best and but is consistent
at and keeps the desired screen resolution, I am using
10x7. The VPC can be rebooted over and over and it will
    keep that resolution.

When the VPC does have the additions installed the system
runs a lot smoother however the resolution is reset to
480x600 after each reboot of the VPC.

A slight annoyance it seems but I use VPCs for testing a
lot and I often use them from running complex macros that
need a higher resolution then 480x600 AND I can not
simply reset the resolution via a macro because of other
    issues involved.

    Removed additions, rebooted, reset resolutions,
reinstalled additions, manually rebooted. All is well.
