I toggled out of full screen mode by pressing rt-alt+enter.
Then I used to mouse to shrink the virtual PC window a bit.

My problem is that now the Virtual PC window is too small and I can't adjust
    it larger, only smaller.

A second problem is that even in full screen mode the usable part of the
screen is limited to my small window size.

Any suggestion on how to fix this?

    thanks much.

Set your virtual machine to use guest operating system resolution. Then
change your virtual machines OS resolution to a higher setting. 1024x768 for
example. That will allow you to make the virtual machine window bigger.
