How did you try that when the thing won't even start?

Some info seems to be missing here.

So unfortunate you're having a problem, mind telling us what the problem is,
    exactly?
    lol

If you do as fine a job reporting on your research as you've done
reporting on your problem here (virtually NO information!), it won't
    matter... you're gonna flunk anyway.

Tap F8 right at power on, and see if you can get into Safe Mode.
    If you can:
    Start>Programs>Accessories>System Tools>System Restore> Take it back to
    before the prob started.

Do a system repair. it will reinstall vista(pre sp1), and leave all you
    user files/programs unaffected
The way it works is that it copies user files/folders to a space on th
hard drive then reinstalls windows, and then puts the files back

    To perform a system repair
insert O/S disk, restart computer, hit any key at prompt to boot fro
disk, go through prompts as if you were going to reinstall vista, a
partitions screen it will give option to reinstall or repair existin
    installation. repair istallation

I tried a system restore and let it sit there and run for close to 1
hours before deciding that there was no way it was going to d
anything...If you think it should take that long or longer let me kno
and I'll definitely give it another try...But 15 hours seems like a ver
long time for it to be working...Also I don't have an O/S disk as Vist
came preinstalled on the computer but found a system restore optio
after it didn't load right it gave me the option for it...I'm completel
willing to let that system restore run for a week if thats what it
going to take but 15 hours just seemed a little rediculous to me to ru
    it..

    Not a system restore
    Repair

Hmm, you need a o/s disk to use advanced repair/install feature
Since you have access, ill find you a link to a Vista x64 torrent
Donwnload that burn the iso image to a disk, and use your product key
-unless you have access to anothers disk

I tried to install that iso burner but to no avail anything else that
might work? It says "This installation package is not supported by this
    processor type."

Nero, roxio. What processor type do you have
32-bit version for x86, 64-bit version for x64, did you Install th
correct version on the system you are using? This will only work fo
Vista. If you are using xp use Nero or Roxio to burn ISO image

possibly. Did you do a full repair or just a startup repair. You
need to do a full repair, which is basically a reinstall that leaves
    your files/folders intact.

Try the Mepis-use a thumb drive to copy your files since you will be
using the disk drive, then just delete your windows installation and
    reinstall.
