W32Time logging randomly stops

We have configured W32Time in the Registry to write to a log file. The
problem is that the service will randomly stop writing to the file and won't
start writing again without restarting the service.

We get "System error 5 has occurred" followed by "Access is denied" when
stopping the service, but that only happens every other time, and the service
always starts correctly. So far, we have not received any useful data from
    running "sc query w32time".

This is true for all our servers, which include two different manufacturers.
All servers have current post SP1 patches installed.

Any wise counsel or advice will be greatly appreciated. Thanks in advance
    for your time and consideration.
