In regards to attributes on a file, what is the difference between a file
    author and a file owner?

Well, it depends how you use your user permission. The file author is the
person who created the file on a folder owned by other person *file/folder
owner. File owner will have the highest right to set permissions such as
restrict author to modify or edit or delete the file he created.
