What's the different between No Site Format and No CSS?

    (I am not sure if this is new for IE 8.0, I guess no, therefore I
    choose this group)

    Hello,
    I have a problem with my router or better with the GUI for it.

    Site->format->default:

    Settings 1
    Settings 2

    Site->format->no format:

    Settings 1
    Settings 2

    Developer Tools->CSS->disable:

    Settings 1
    Settings 2
    Settings 3

    This "settings 3" is hidden for the users within the GUI, because the
    ISP not want that the users see this settings.
    (It's a Fritz!Box 7170, advanced settings for internet phone devices)

    Therefore my question, what's the difference between Site->format->no
    format and Developer Tools->Disable CSS?
    Where an user can disable CSS for a site if developer Tools are not
    installed?

    No CSS also disables inline rules as well as external stylesheets.
