When I was looking at the microsoft website, I had problems with IE7, because
if I clicked on a link, rather than it opening in a new tab on the same IE
page, a whole new page opened the same as IE6.

At the moment I find that Opera's sucessful tab method outdoes IE7.

I've found that you can steer things well from the right click menu. You
also have improved configurability (is that a word?) from the internet
    options dialog.

  3. It sounds like you have the Tabs option set to "Always open popups in a new
    window".

Go to Tools ----> Internet Options

Under the General tab, look for Tabs. Click "Settings", the last three
options are radio buttons, click the one that says "Let Internet Explorer
decide how popups should open" or "Always open popups in new tab"
