Why one can't change Win2003 wallpaper when connected via TS ?

I connect via TS to a Win2003 server.
I go to "Display Properties", click "Desktop" tab.
I attempt to pick another wallpaper and I see the options are gray out.

Why is that and how can I change it so that one can select wallpapers
    manually ?

    Hi Marlon,

Is this a domain environment or standalone computer?

There is policy that prevents changing the desktop wallpaper. You can find
it under Computer Configuration -> Administrative Templates -> Windows
Components -> Terminal Services. Here look for the policy called "Enforce
Removal of Remove Desktop Wallpaper". Set this policy to disabled. If this
is domain environment make sure that you set this policy where it will apply
to your terminal server (e.g. OU where TS computer account is in).

Note: setting a wallpaper on RDP can slow down your session.

    I hope this helps,

    Mike
