why "recovered items"

  1. I start and end WLM (12.0.1606) very cleanly (I think) on my current
WinXP-SP2 system. No WLM activity is apparent to me at the time I end it.
No WLM icon remains in the right-hand area of the taskbar (whatever that
area is called) when WLM ends. The WLM 1606 install was on top of its prior
    Beta releases.

So ... why am I often seeing the "Recovered Items" folder when WLM starts?
I then just delete this folder after examining its contents. Its contents
are normally just a few of the newsgroups that I subscribe to, and just a
few recent messages in each of them.

There's been some discussions/grumblings about this folder in this newsgroup
in the past, but nothing that left me satisfied that I understood how/why
the WLM recoverability process worked, or that it was correctly working.
