Windows Installer 3.1 does not respond and hangs any updates/insta

    I tried to update the installer to v2 but it hangs and will not uninstall.
    In using Article ID 555175 (Resolve Common "Windows Installer" Problems) one
    of the issues in Method 4 was the installer service being "disabled" under
    services and change it to Manual startup. However, I am unable to change the
    status with Windows Installer not responding.

    Any suggestions?
