Windows Photo Gallery send to produce bad images quality

    Using Windows Photo Gallery I can select some pictures and directly send
    them by email. Fine. The problem is when I select to resize the images.
    The images quality is very poor. The same features in XP produce better
    resized images. I suspect that the problem reside in the jpeg
    compression. Infact resizing the images using Paint.net and saving them
    with jpeg quality setted at 90 produce good smaller images. Quality 40
    is comparable to the Windows Photo Gallery resize.
    So, where can I change the jpeg compression from Windows Photo Gallery?
