I have a user (Win 98, IE 6.0) who can get to any website on the
internet except Windows Update. We have tried many things - checking
Hosts file, deleting temps, adding site to trusted sites, virus scan
comes up clean, etc. What else can I check?

Have you checked the Internet Options - Security - Restricted Sites list?
Also check the Internet Options - Security - Custom Level to
see if you have disabled some settings. Perhaps set these to Prompt.

Check also in your HOSTS file, (do a find on hosts in Windows Explorer if
you do not know where it is) and look for any references to Microsoft in it.
They would have a 127.0.0.0 entry beside them. If you find any, then remove
them from the HOSTS file and try again.

If you do have these entries in your HOSTS file, then run a virus scan on
you machine as it will mean that you have been infected by the MY_DOOM
    virus.

    Hope this helps.

This can also happened if an installed program is intercepting the Windows
    Update process.
Here's a knowledge base article with a list of some known programs:
    http://support.microsoft.com/default.aspx?scid=kb;en-us;241234
For testing purposes you may try temporarily disabling any web
enhancement/accelerator/Antivirus programs before accessing the site.
