Whenever I go to the Windows Update page after the page saying it's Checking
for the Latest Version, it displays a page saying "Windows Update has
encountered an error and cannot display the requested page." I went through
the Troubleshooter and followed the instructions to change the CSDVersion
value, then I went to online support I get a " ". Then I came here and did a
search on my problem and followed the MSXML steps and the problem still
continues. So I'm making this thread. Anybody have any idea how to solve this
because I would really like to download the new Security Updates. Thank you
    for your time.

I've been having the same problem. Disabling NIS will permit the page to show,....scanning results. I contacted Symantec tech support and here is what was returned:
"the issue with Windows Update can occur if there is a conflict between the Windows update process and Norton Internet Security (NIS).
In order to resolve the issue, I suggest that you please refer to the document provided in the link below:
Title: 'Error: "You must be running a Microsoft Windows operating system in order to use Windows Update"' Document ID: 2002100402324636 > Web URL: http://service1.symantec.com/Support/nip.nsf/docid/2002100402324636
Please feel free to contact us for further assistance.
    Regards,
Sujith PrasadSymantec Authorized Technical Support "

Displaying information about my browser did not solve the problem. The other option of disabling NIS is not really acceptable, and hope there is a found solution soon.

Have you tried restarting your computer?

    This worked for me:
    Start, Run:
    REGSVR32 C:\WINNT\SYSTEM32\MSXML.DLL
You should get a message that this was successful. Then try running Windows
    Update again.

    Try
    Start, Run:
    proxycfg -d
    proxycfg -u
and if you don´t use proxy proxycfg -d again
    works for me
