WinNT 4 WS - cannot find domain controller to join AD domain

I have WinNT 4 WS that I need to join to an AD domain. The WS has SP6A and the DS Client. I keep getting a message that the domain controller cannot be contacted when I attempt to join it to the domain. However, when I drill into NNBHD I can see the DC and other member servers / ws that are in the AD domain. (I currently have the domain name in as the workgroup name). I also put the IP address and name of the DC in my LMHOST file (included below) and ran an NBTSTAT -R and -c (also included below). I tried lowercase and uppercase on the domain line as well as quotations. One server in the lab is a test WINS server which all servers and clients point to. Still no success at joining the domain.
