I have the exakt same problem. No contacts after upgrade, and clearing the
cache did not help. Could anyone provide information on how to fix this also
when using a non-hotmail account for Live Messenger?

I had this problem, and deleting cache / reinstalling didn't help.

However, installing the Beta on another machine (which didn't have the
problem) and having them both be logged on at once somehow kicked all my
contacts into appearing again on the problem machine, which has been fine
    since then.

For me a cold boot did the trick. /S

The same thing happened to me. I updated for Windows Live Beta 2009, and no
contacts would show up on WLM. I tried doing serveral things before cleaning
the contact cahe. I logged in using the really old and basic windows
Messenger and saved a *.ctt file of my contacts, then tried to import it to
WLM beta. A message appeared saying "the contacts have been added to your
list", but still they wouldn't appear anywhere.

I then Logged in to Live Mail Beta, and though my email messages would
appear, the contacts were empty as well. I went to Hotmail through webmail
    and my contacts were there.

Then i performed the cache clearing option, as well as uninstalling Live
Beta and go for a fresh installation. The problem persisted. I am now going
back to the previous version on WLM.

Just letting everyone know how I fixed my problem with this. My contacts were
missing from my hotmail and my messenger. For some reason my contacts were
still on my allow list on messenger but I couldnt see them. So I just right
clicked my contacts in the allow list and clicked "add to contacts" and now
they are back on my online list! Hope this may help someone.

Same problem here. Tried a few solutions, i.e. deleting contacts cache and
logging in with web messenger, no avail. I can see the contacts added
through > Tools > Options > Privacy .. all my contacts are still listed in
the Allow Column. Anyone found a solution yet?

    Please advice.
