wma9.1 quality based vbr: file size is bigger than wma9?

  2. It's completely content dependent. It works backwards from the way you
    would think. It will allocate more bits based to how hard a piece is to
    encode, giving it more where it needs more. It's optimized for quality over
    file size with VBR.
