WSS 2.0 Site Migration to WSS v3.0 Windows 2003 SBS SQL2000

    I have followed the Installing Windows SharePoint Services 3.0 on a Server
    Running Windows Small Business Server 2003 & Also the Migrate content
    databases White Papers :-

    My Current site has a
    custom site definition and custom themes, there are also some custom webparts.

    My steps were as follows :-
    1) Backed up the WSS 2.0 content database to HDD
    2) Restored the database under a different name
    3) Copied all Site Definitions, Web parts and custom Themes to the new
    relevant folders.
    4) Created a new Application via SharePoint Centeal Administration v3
    stsadm -o addcontentdb -url URL [-databaseserver servername] databasename
    6) restarted iis

    Database is now listed under the Application via SharePoint Central Admin v3
    however it says Current Number of Sites 0

    Nothing Works.

    I have scanned the log file and cannot see anything relevant.

    Can anyone please help
