WSUS only syncing Critical/Security updates

I'm running WSUS on 2003R2. My settings:

Under "Synchronization Options" my products are:
    Office 2003
    Office 2007
    Windows 2000
    Windows Server 2003
    Windows XP

    Under "Update Classifications":
    Critical Updates
    Security Updates
    Update Rollups
    Updates

When I go to Updates and then in the left pane make sure that under Products
and Classifications: I select "All Updates", under Approval: I select "All
Updates", under Synchronized: I select "Any time" all I ever see on the
right pane under Classification are Security or Critical updates.

Apparently WSUS is, despite my request, only synchronizing Security and
    Critical updates.

Now, if I go to the home page and look at the "To Do" list, it says:

    Review synchronization settings
4 new products and 0 new classifications have been added in the past 30
    days.

I added Office 2007 last month, but yesterday I added Updates to the
classifications; note that it apparently ignored this.

Is there any chance that the Settings file is corrupt? Do you know what the
    settings file is named?
